The Enforcement Summit returns as an in-person event at the iconic Edgbaston Cricket ground.

 

The 2022 summit will explore latest policy, legislative and operational developments in the field of traffic, parking, air quality and debt recovery regulation.

 

The event encompasses: local authority enforcement operations; management of parking on private land; and the collection of road traffic, parking and other debts.

Mark Moran is the editor of Parking Review magazine and programmer of Traffic + Parking.

​

Mark has been the editor of Parking Review magazine since its launch in 1989. Besides the magazine, he launched and organises the annual British Parking Awards and a number of of other regular events.

​

In parallel to writing about traffic and parking, Mark is also a contributing editor to LTT, curates the Transports Responds bulletin and launched Evolution, a new digital magazine covering the emerging worlds of electric vehicle charging infrastructure and shared mobility.

Dave Wearmouth has over 15 years’ experience within the parking enforcement, transportation and urban mobility markets and has a keen interest in (and focus on) the challenges facing Local Authorities around improving compliance and increased use of public transport to help reduce congestion and improve air quality. Dave is now leading the Business Development team for Imperial Civil Enforcement Solutions - one of the UK’s largest and most experienced providers of parking, environmental and traffic management systems. With his knowledge of the enforcement, environmental and traffic management sectors, Dave is helping to consolidate the company’s position as one of the most progressive, innovative and responsive solutions providers in the market.

Russell Hamblin-Boone

Chief Executive Officer, CIVEA

Russell was appointed as Chief Executive Officer of CIVEA in January 2018 having previously held the post of Chief Executive of the Consumer Finance Association, where he was responsible for working with legislators and regulators and partnering with consumer organisations to raise standards in the short-term lending industry. Throughout his career he has been involved in the leadership of trade associations.  As such he has become a proficient commentator and spokesman, both through his work with policymakers and through his media profile.  Russell is consistently named in the Credit 500, as one of the fifty top influencers. He has also held senior positions at the Finance and Leasing Association and the Energy Retail Association, now known as Energy UK. He has worked in Downing Street for the Chief Whip and the Cabinet Office as private secretary to the Leader of the House of Lords and Lord Privy Seal. Outside of work, Russell is a keen angler and is active in church as a Lay Worship Assistant.

Rabina Iqbal

Customer Relations Manager, London Borough of Newham 

Rabina Iqbal is the Parking Customer Relations Manager at Newham Council responsible for the correspondence, appeals and debt recovery team. Being one of the longest serving managers in the service having started her parking career working in Enforcement and then moving into Service Development and Notice Processing. She holds a degree in Leadership and Management in addition to holding Yellow and Green belt certificates in Lean Six Sigma.

She maintains a positive attitude, taking pride in her work and places customer service at the heart of everything she does. Leading her team through change with great passion and making improvements along the way to achieve goals in minimum time.

Some of her achievements have been:

  • Reducing representation response times to 5 working days

  • Placing Newham in ‘fourth place for number of appeals refused for total number of PCNS issued’ in comparison to other London boroughs.

  • Provided an ethical public sector approach to the collection of the Councils debts through Covid-19.

Nigel Coltman

Nigel joined Egis in 2021 having assisted the organisation in winning the Greater Manchester Clean Air Zone via a competitive tendering process. Nigel’s main role was in the shaping of the bid throughout the dialogue phase and in assisting with the commercial modelling of Egis’ response. Nigel is now overseeing the roll out of this contract for Egis with the intention of sending the service live as and when the political situation is resolved.

Previous to joining Egis, the past 23 years Nigel has held senior roles within the transportation, licensing and parking environments predominantly working for public sector clients.

Major public sector clients he has worked alongside have included:

  • Many Local Authorities, including most London Boroughs, a number of Metropolitan Cities as well as County and District Authorities - Delivering parking and associated customer related services,

  • Transport for London – Taxi and Private Hire Licensing and Congestion Charge Schemes,

  • Highways England – Dartford Crossing free flow project and operation,

  • DVLA – Nationwide untaxed vehicle immobilisation service,

  • Heathrow and Gatwick – Coaching services.

For the last 10 of these years Nigel has been operating at Board level, mainly with NSL ltd and more recently with Egis. In that time, these roles have encompassed the strategic positioning of these organisations, taking on an active role in senior stakeholder management, both internally and externally, with the continued focus on the delivery, growth and success of the services being offered.

Trevor Taylor

Trevor is degree educated as a Civil and Structural Engineer. He worked in utilities and highway maintenance for a number of years before moving into the parking sector in 2001.

 

Trevor’s 21 years’ in the parking sector has been focussed on operational delivery, working initially for Central Parking System (now Apcoa), before moving on to NSL for 14 years.

 

Trevor has held a number of operational management positions. As Business Controller for NSL he was responsible for 17 local authority contracts across the north of England, Scotland and Northern Ireland. He was also responsible for NSL’s two shared service centres which employed over 300 staff providing back-office services to a range of local authority and central government clients.

 

Trevor moved to Conduent Transportation in 2018 and during the last 4 years he has supported the  provision of operational services, in addition to technology services, for clients across the UK. During his tenure the business has secured 3 on street enforcement service contracts and successfully supported a number of local authorities with resilience PCN processing.

 

Trevor continues to support business development activities whilst overseeing the successful delivery of the on street and back office services provided by Conduent Transportation to Oxfordshire County Council.

 

Trevor is a firm believer in embracing new technology. Using data analytics to compliment human intelligence and leadership, combined with a people first culture, can provide significant benefits and efficiency opportunities across the parking sector for all local authorities.

Since 2009 I have managed Enforcement and Representation Teams.  Throughout my 12 years at Croydon Borough Council moving between Policy and Performance, the Infrastructure Team, Representation Team and Enforcement Team until I became Head of Service in 2016. In 2021 I was appointed Assistant Director of Traffic and Parking at Newham Borough Council.  I am also part of the BPA TTF Technology Transformation Forum which I Chair and whose main projects are the standardisation of parking standards and the National Parking Platform.
